Based on your analysis, describe at least one important impact you think the PPACA has had or will have on U.S. public health, especially regarding health care spending and public health outcomes. Although some essential health care services in the United States are administered through governmental agencies, such as Medicare and Medicaid, much of the U.S. health care system is privatized. Most industrialized nations employ other systems, often falling into one of three different categories:

  • National health insurance systems, such as the Canadian system: National and local governments oversee and pay for the bulk of required medical services, and private insurance supplements that coverage.
  • National health systems, such as the British system: All residents have access to the same health care benefits, provided at no cost to the residents.
  • Socialized insurance systems, such as the German system: Health care is provided at no charge to residents.

Even after passing the Patient Protection and Affordable Care Act (PPACA) in 2010, the health care system in the United States remains markedly different from the systems described above. However, the legislation aims to address one of the fundamental philosophies historically missing from U.S. health care policy: access to health insurance and health services at all levels of income.

In this Discussion, you analyze different provisions of the PPACA to predict the possible impact they may have on public health spending and public health outcomes. You base part of your analysis on the three national health care systems described in the preceding bullet points and the media listed in the Learning Resources. As you think about the potential impact on public health spending, you may want to consider the impacts on pharmaceutical and dental health care spending as well—two categories that are sometimes overlooked when health care expenses are discussed.

1) Read the income dataset, “zipIncomeAssignment.csv”, into R. (You can find the csv file in iLearn under the Content -> Week 2 folder.)

2) Change the column names of your data frame so that zcta becomes zipCode and meanhouseholdincome becomes income.

3) Analyze the summary of your data. What are the mean and median average incomes?

4) Plot a scatter plot of the data. Although this graph is not too informative, do you see any outlier values? If so, what are they?

5) In order to omit outliers, create a subset of the data so that:

 $7,000 < income < $200,000  (or in R syntax , income > 7000 & income < 200000)

HINT: Take a look at: https://www.tutorialspoint.com/r/r_boxplots.htm (specifically, Creating the Boxplot.) Instead of “mpg ~ cyl”, you want to use “income ~ zipCode”.

In the box plot you created, notice that all of the income data is pushed towards the bottom of the graph because most average incomes tend to be low. Create a new box plot where the y-axis uses a log scale. Be sure to add a title and label the axes. For the next 2 questions, use the ggplot library in R, which enables you to create graphs with several different types of plots layered over each other.

8) Make a ggplot that consists of just a scatter plot using the function geom_point() with position = “jitter”  so that the data points are grouped by zip code. Be sure to use ggplot’s function for taking the log10 of the y-axis data. (Hint: for geom_point, have alpha=0.2).

9) Create a new ggplot by adding a box plot layer to your previous graph. To do this, add the ggplot function geom_boxplot(). Also, add color to the scatter plot so that data points between different zip codes are different colors. Be sure to label the axes and add a title to the graph. (Hint: for geom_boxplot, have alpha=0.1 and outlier.size=0).

To this point in the final project, you have assisted your coachee to (1) develop two professional objectives and assess their significance, (2) identify possible obstacles to the objectives, and (3) determine some possible strategies and action steps for reaching the objectives. During the final week of the project, you will be moving towards closure in the coaching relationship and evaluating the effectiveness of your work with your coachee. 

Because of the short duration of the coaching practicum, concluding whether significant progress has been made towards achieving the desired outcomes might be unclear. Unfortunately, due to the divisions in the country and the years of war, economic, military, and political structures are non-existent. Descriptive Statistics Data Analysis

Prior to beginning work on this assignment, review Chapter 1 and Chapter 2 in your course textbook, Chapter 3 in the Jarman e-book, the Week 1 Instructor Guidance, and review the Module 2: Describing Data  video and the Khan Academy video on Interquartile Range (IQR) (Links to an external site.). Also, complete the Week 1 learning activity and Week 1 weekly review.

This exercise requires the use of a descriptive statistics calculator. You can find this tool in some versions of Excel (as part of the Analysis ToolPak) or you can use one of the many free online descriptive calculators such as the Descriptive Statistics Calculator (Links to an external site.) by Calculator Soup.

Your instructor will post an announcement with the data set for your Week 1 assignment.

First, use either Excel or the Calculator Soup descriptive statistics calculator to calculate the descriptive statistics for the given data set. This is explained in Chapter 1 of your course text.

You should get an output similar to the image in Figure 1.3 from your textbook. This output must contain the following values: mean, standard error, median, mode, standard deviation, sample variance, kurtosis, skewness, range, minimum, maximum, sum, and count.

Next, begin writing your paper by reporting your results for each of the values listed above.

Include the data set, the output from the analysis, and the answers to the following questions:

  • Evaluate the measures of central tendency. Address the following when completing this component:
    • Which measure of central tendency is most appropriate based on the data type?
    • Are the mean, median, and mode close to the same value? If not, what does this tell you about the numbers in the set?
    • Identify any mode(s) in the data set. Is there a mode at all? Is there more than one mode?
  • Calculate manually the interquartile range and the values of Q1 and Q3. (It is important to calculate this manually because the interquartile range and quartiles output from Calculator Soup might not be accurate.) Address the following when completing this component:
    • Test to see if there are any outliers in the set. If so, which number(s)?
    • Which method from Section 2.4 of the text did you first use to check for outliers?
    • Now try the other method from Section 2.4 of the text. Do you come to the same conclusion about outliers in the data set?
  • Explain which descriptive statistic you think best summarizes this set of numbers and why.
  • Choose three of the descriptive statistics that you feel best represent this data set. Why were they chosen?

This defense in depth discussion scenario is an intentional cybersecurity attack on the water utility’s SCADA system. It occurs during the fall after a dry summer in Fringe City.

Scenario:

The water utility’s Information Technology (IT) person did not receive an expected pay raise and decides to reprogram the SCADA system to shut off the high-lift pumps. The operator’s familiarity with the SCADA system allows him to reprogram the alarms that typically notify operators of a high-lift pump failure. In addition, he prevents access to the SCADA system by others. A wildfire breaks out on the outskirts of the city.
